The former Hakodate Ward Public Hall was renovated in 1910 (1910) 9 as a meeting place for residents and offices for the chamber of commerce, as the town hall and chamber of commerce were destroyed in a large fire in August 1907. It was completed in May. At this time, a “Public Hall Construction Council” was formed by resident volunteers, but since it was after the great fire, donations were only collected in the amount of a few thousand yen at the time.

So we consulted with Teppei Soma, a wealthy merchant at the time, who donated 50,000 yen, and we were able to build it for about 58,000 yen. (The design was by Asajiro Konishi, an engineer from Hakodate Ward, the director was Genkichi Shibuya, an engineer from Hakodate Ward, and the contractor was Jinzaburo Muraki, a resident of Hakodate Ward.)
