Moerenuma Park is a comprehensive park in Sapporo City that was planned as a base park for the “Circular Green Belt Concept,” which aims to envelop Sapporo’s urban area with a belt of parks and green areas. Construction began in 1982 (Showa 57) and the grand opening was held in 2005 (Heisei 17). The basic design was done by world-renowned sculptor Isamu Noguchi, and construction proceeded with the concept of “making the whole into a single sculptural work.”

Development of Moerenuma Park began as a mixed-use project in which land was acquired as a garbage disposal site, and the park was created after the garbage was filled in. The importation of garbage continued from 1979 (Showa 54) to 1990 (Heisei 2), and approximately 2.7 million tons of garbage was landfilled throughout the inland area due to the effective use of construction waste generated from public works. In 1982, park creation projects began, including embanking and planting trees in areas where garbage had been reclaimed.

The Fushikago River basin, which stretches to the north of Sapporo City, is a low-lying area that has suffered from flood damage many times in the past. For this reason, dredging work was carried out on Moerenuma as part of the Hokkaido Development Bureau’s Fushiko River comprehensive flood control project. As a result, Moerenuma became a temporary rainwater storage pond with a capacity of 1.92 million tons, protecting the surrounding area from flooding.
